To the chair and members of the committee, my name is Kevin Yang, the bill I am proposing is bill HF0004, which states: a portion of projected budget surplus be returned to taxpayers.
Now, if you will, imagine this, your average tax paying Minnesotan. They work hard, do their best, pay their taxes in hope that we—the representatives of the great state of Minnesota—use those tax dollars to do what’s best for the state, for the people. Now, let’s imagine that again, the taxes are in and the budget filled, filled to the top and then so. What to do with it? Should we pocket it ourselves? Throw it in the treasury to rot forever? No, those who make the taxes should see the benefits.
This bill sees that idea through. It proposes that those who pay the taxes, reap the direct benefits via tax returns and such. The people who need it most—those living paycheck to paycheck, struggling to get by daily, and single parents trying to provide for their families—see the benefits and we get to ease their lives. The portion which is returned to taxpayers is established in section 1, which also states the process. The voting process and related issues are contained in section 2.
Members of the committee, I am standing in front of you today to propose a bill to make the lives of the people better and easier. As we are a state of the people, for the people, by the people, we should see to it that they are living well. Thank you for your time and consideration.
