1.1 A bill for an act
1.2 relating to economic development; appropriating money for small business growth
1.3 acceleration; requiring a report.
1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. APPROPRIATION; MADE IN MINNESOTA PROGRAM.
1.6 $1,000,000 in fiscal year 2026 and $1,000,000 in fiscal year 2027 are appropriated from
1.7 the general fund to the commissioner of employment and economic development for a grant
1.8 to Enterprise Minnesota, Inc., to directly invest in Minnesota manufacturers under the Made
1.9 in Minnesota program under Minnesota Statutes, section 116O.115.
1.10 Sec. 2. APPROPRIATION; ENTERPRISE MINNESOTA, INC.
1.11 (a) $1,000,000 in fiscal year 2026 and $1,000,000 in fiscal year 2027 are appropriated
1.12 from the general fund to the commissioner of employment and economic development for
1.13 a grant to Enterprise Minnesota, Inc., to reach and deliver talent, leadership, employee
1.14 retention, continuous improvement, strategy, quality management systems, revenue growth,
1.15 and manufacturing peer-to-peer advisory services to small manufacturing companies
1.16 employing 250 or fewer full-time equivalent employees.
1.17 (b) No later than February 1, 2026, and February 1, 2027, Enterprise Minnesota, Inc.,
1.18 must provide a report to the chairs and ranking minority members of the legislative
1.19 committees with jurisdiction over economic development that includes:
1.20 (1) the amount of money awarded during the past 12 months;
2.1 (2) the estimated financial impact of the money awarded to each company receiving
2.2 service under the program;
2.3 (3) the actual financial impact of the money awarded during the past 24 months; and
2.4 (4) the total amount of federal money leveraged from the Manufacturing Extension
2.5 Partnership at the United States Department of Commerce.
2.6 Sec. 3. REVISOR INSTRUCTION.
2.7 The revisor of statutes shall change the term "small business growth acceleration program"
2.8 to "Made in Minnesota program" wherever it appears in Minnesota Statutes, section
2.9 116O.115.
