House File 0098: An act relating to behavioral health, case management associates, and mental health resources. This bill would modify existing systems we have in place, and redefine the type of education required to assist mentally ill individuals. Subdivision 4 states that all case management service providers must be skilled in a range of and identifying client needs, be aware of community resources and usage of them, and be a practitioner or have a bachelor's degree in behavioral sciences.
If they do not meet these requirements, they must be a registered nurse or have over 2000 hours of supervised experience in treatment of mentally ill adults. Associates will also require new, similar guidelines, and must be over the age of 21.
Section 2 defines that “A mental health behavioral aide or a mental health rehabilitation worker must receive direct observation from a mental health professional, clinical trainee, certified rehabilitation specialist, or mental health
practitioner while the mental health behavioral aide or mental health rehabilitation worker provides treatment services to clients, no less than twice per month for the first six months of employment and once per month thereafter.” The next section defines that practitioners who hold their license must make sure that all client rights are followed.
