Hello, my name is Kei Kavaney. The bill I am introducing to you is bill HF3201, it speaks on the funding needed for alternative jail diversion programs. We have an ongoing problem among corrections where mentally ill inmates lack the proper care as they re-enter society. This perpetuates recidivism. Recidivism is when a person relapses and falls back into criminal behavior. Many of these inmates struggle with substance abuse, homelessness, lack of familial support, missing legal documents, disabilities, and a myriad of other issues that inhibit their reform. Without the appropriate support many of these Minnesotans are left struggling with no foundation, shelter, or identification. This bill that I present to you today insures inmates who struggle with serious mental illnesses must have a discharge plan created for them within 60 days of release. This plan could include assistance in applying for state identification, professional mental health support, and all necessary medicines provided for the first 30 days after discharge. All of these provisions allow for the rehabilitation of hundreds of inmates as we create more accurate and safe care for Minnesotans.
