Hello chair and committee members, my name is Noah Xiong and the bill I have selected is HF413 presented by representatives Mary Franson and Tom Dippel. This bill aims to lower the age to angle without a license modified, which would allow anyone over the age of 65 to fish without a license.
Why might the exemption to angle without a license be lowered? A major issue we are looking at is financial support. The average age of retirement in Minnesota is 62 years old, with the current age to fish without a license in Minnesota being 90 years old. This would make it hard for retirees, especially those with lower income who rely on such things like Supplemental Security Income, to continue to pay for a license. Lowering the maximum age of exemption to angle without a license modified would relieve the stress of having to pay the fee for many retirees.
Additionally, lowering the age of exemption might increase revenue for conservation efforts, as the number of anglers over a certain age would grow, leading to the protection of natural recourses and biodiversity.
I could only imagine the disappointment one must feel in not being able to enjoy an activity that has the ability to connect so many hearts. I am fortunate enough to have experienced the joys of waking up in the early mornings and setting out with my grandfather to cast among many lakes and passing this bill will allow families to have experience and make these memories as well.
