Hi my name is Mouna, and the bill I'm doing is SF1035. It aims to make Minnesota college campuses safer and more consistent when handling sexual-misconduct cases. Right now, many students don’t fully understand what happens when they report something because different schools follow different guidelines. This bill requires every college to use the same clear grievance process so students trust that their case will be handled.
This bill also strengthens support for everyone involved. Colleges must investigate every report, even if the accused person is not a student, and they must offer academic and housing help when needed. Students can receive extensions on assignments, schedule changes, or other adjustments so they can stay on track during a stressful situation. At the same time, the accused student is given important protections, including a clear written explanation of the allegations and access to the schools conduct rules. Both sides have the right to share evidence, bring witnesses, and review the investigation materials, which makes the process more open and balanced.
If a hearing takes place, the bill requires it or be fair, respectful, and structured. Students are not required to directly confront each other, but the advisors or attorneys handle questions in regards to keeping the environment safe. The bill also ensures that schools do not use unfair or unrelated information, such as someone’s previous behavior, unless it is truly relevant. In conclusion, SF1035 creates a more trustworthy system that supports students, protects their rights and promotes safety across college campuses.
