1.1          A bill for an act
1.2          relating to consumer protection; requiring children's outerwear to include reflective
1.3          material;proposing coding for new law in Minnesota Statutes, chapter 325F.
1.4          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5          Section 1. [325F.076] REFLECTIVE CHILDREN'S OUTERWEAR.
1.6                          Subdivision 1.Definitions. (a) For purposes of this section, the following terms have
1.7          the meanings given.
1.8          (b) "Child" means a person under 12 years of age.
1.9          (c) "Children's outerwear" means a clothing product primarily designed or intended by
1.10       a manufacturer to be used by a child in the outdoors.
1.11                       Subd. 2.Requirement. A manufacturer, wholesaler, or retail establishment is prohibited
1.12       from manufacturing, selling, offering for sale, distributing for sale, or distributing for use
1.13       in Minnesota children's outerwear that does not include reflective material. Reflective
1.14       material must make up at least ten percent of the surface material of the children's outerwear.
