Minutes 

Representative Yomlueth James, Chair of the General Legislation Committee, called the meeting to order at 10:00 am on Thursday, March 5, 2025, in Room 329 of Helble Hall at Winona State University. 

 The Committee Assistant noted the roll.

There being 13 number of members, the Quorum is 8 number of members. 

Senator Errthum moved that HF0855 be recommended to pass and be re-referred to the 

Way and Means and Taxes Committee. 

Senator Errthum presented HF0855 A bill for an act relating to agriculture; requiring a study of microplastics in meat and poultry; requiring a report; appropriating money. 

Senator Errthum moved to amend HF0855 to reflect the year January 2027.

Senator Guyer present HF2983 A bill for an act relating to consumer safety; modifying requirements for products containing lead or cadmium; prohibiting sale of menstrual products containing arsenic or chemicals of high concern; requiring certain labeling and testing for menstrual product requiring rulemaking; amending Minnesota Statutes 2024, section 325E.3892, subdivisions 1, 2; proposing coding for new law in Minnesota Statutes, chapter 325E. 

Senator Guyer renewed the motion that HF2983, SF0376 be recommended to pass and be re-referred to the Rules Committee.

Representative Baur Presented HF2419, SF2767, A bill for an act relating to natural resources; requiring life jackets for children aboard watercraft to have reflective material; amending Minnesota Statutes 2024, section 86B.501, subdivision 3. 

Representative Baur moved that HF2419, SF2767 be amended to that in section the word “required under this subdivision” the words be removed. 

The motion passed with a vote of 13-0

Representative Mohmed presented HF3021 A bill for an act relating to human services; authorizing a supplementary services rate for mental health facilities in Winona County; amending Minnesota Statutes 2024, section 256I.05, by adding a subdivision. 

Representative Mohmed moved to amend HF3021 to reflect the July 1^st 2026. 

The motion prevails with a 13-0 vote
