Reason for Bill: to ensure that all citizens, especially those with a criminal record aren’t denied without notice or reason. 

• one cannot be denied solely on basis of criminal record
• Applicants will be notified if they are being screened for a criminal record and material needed to be considered. Getting to know the person and circumstances.
• They may only consider looking further into an applicants criminal record if they have any of the below convictions: Arson, Human Trafficking, sexual crimes, or been considered a predatory offender.
• all applicants must be notified if/when and why they were denied and can request all documents used in consideration
