My bill is HF2032, it seeks to amend subsection 20 of Minnesota Statutes 2024, sections 245.462 which defines the criteria and illnesses one must have in order to be qualified as mentally ill. Subsection 20 defines mental illness and states"Mental illness"is an organic disorder of the brain or a clinically significant disorder of thought, mood, perception, orientation, memory, or behavior that seriously limits a person's capacity to function in primary aspects of daily living such as personal relations, living arrangements, work, and recreation.”
Cptsd is the acronym assigned to the mental disorder known as Complex Post Traumatic Stress Disorder. Cptsd can be caused by a multitude of things but it's developed specifically through long term traumas such as, childhood abuse, domestic violence and continual communtiy violence and trauma.
With the newer understanding of what CPTSD is it makes getting resources and assistance harder for people, as CPTSD is still a newer diagnosis there is still much to be researched about it. Research says 1-8% of the world is diagnosed with CPTSD.
This bill in turn would help those suffering from the impact of CPTSD, earlier I mentioned that CPTSD was caused by long term trauma, the people of Minnesota have been affected by multiple state tragedies. For instance the Murder of George Flloyd and the Annuciation School shooting. My bill would help bring communities together in order to address the impacts of these traumatic events and help build support for people who have developed Complex Post Traumatic Stress Diaorder due to this.
Not only would this bill amend subsection 20 of Minnesota Statues 2024,but it would give money for communities affected by tragedies, help train therapists and counselors specifically to help people with CPTSD and help fund community establishments. These community esbalishments could be community owned offices where they offered counseling.
In a time where the world is uncertain the support of a community is vital. Acts of violence are becoming more common and the impact of these acts is complex and long term trauma. We want a healthy Minnesota where everyones needs are met. Therefore, I ask that you pass this bill as it would help lead to the healing of Minnesota’s communities, so that all Minnesotans can be healthy and happy.
