My bill, however, proposes what they call the “housing infrastructure bonds” (HIB). How this legislative bill will work is that money from the local government is borrowed to finance projects when investors buy the HIB, as cited on the investment website, Jiraaf (2025). This bill provides house development purposes, such as stability, affordability, and accessibility for families. For this project, it intends to support families and seniors with an income of “50% or lower the median income” as well as providing access to “services as residents age and experience increasing levels of disability,” Revisor.mn.gov. In addition, any “foreclosed or abandoned properties may be demolished” when no longer used, Minnesota Housing gov. In other cases, the project may finance new construction. Consequently, the project may cost up to $30 million for the agency. In any case, I argue that the HIB can be effective in creating a safe community.
To begin with, the HIB can help with lowering housing costs. In Minnesota, the price has increased and is currently expensive for median homes, especially in the Twin Cities, according to (Nina Moini & Aleesa Kuznetsov). Regardless, the National Low Income Housing Coalition (NLIHC), stated that “the lack of affordable housing acts as a barrier to entry, preventing lower-income from moving to communities with more economic opportunities.” In short, the price of current housing makes a situation complicated that prevents people from accessing resources. Accordingly, the affordability of housing can be supported with housing bonds to make “affordable housing options,” Twin Cities Habitat for Humanity website. In other words, the price of homes should be at an affordable price for rental. Housing allows more choices to have access to essential resources, specifically healthcare for “seniors.”
As the government provides funds for the bonds, economic growth is supported. Specific housing investments and funding is essential for improving home costs (NLIHC). Investing can improve homes. This provides benefits over the years. This opportunity not only helps with the cost of housing, but is also made for people who are experiencing homelessness.
Provided that companies or agencies buy housing infrastructure bonds, it would allow a potential “steady return” Jiraff (2025). HIBs are usually backed up by the government, making investment and funding safe. Apart from being low-risk, investors would highly likely buy bonds since they are “long-term investments” as well, which attracts investors, Bunzen N, (n.d.).
Conversely, risks may be associated with HIB, particularly the construction process. Similar to other projects, including roads, this project could be “delayed” since it requires a large amount of time, Jiraaf (2025). These delaying processes commonly happen due to “budget conflicts” or “poor project planning,” Stepanov (n.d.). If an organization has limited budgets, it would affect achieving all outcomes. Based on Ganttpro, planning should include "the desired outcome in minimum time and cost.” To simply put it, agencies could use strategies such as setting financial goals that “prevent” overspending.
Moreover, interest rate risks could affect this project, including financial loss. Before considering the housing bonds, certain groups of people may view the higher financial cost for housing. When the financial cost is high, affordability can lead to other economic issues like expensive education. This can lead to inflation since the government borrows money to fund projects.
Of course, many people will disagree on the grounds that housing infrastructure bonds are necessary. Some might argue that the price is expensive. While, on the contrary, others can be skeptical of whether or not buying housing bonds can solve the issue of high cost for housing. Because of this, housing bonds are about careful and detailed planning. Considering how certain projects use cost-effective materials, housing bonds might also follow this effective method.
