HF3066 is designed to provide funding and resources for swimming lessons to children who are diagnosed with a developmental delay and meet certain income eligibility requirements. This bill aims to serve an at-risk population of drownings in developmentally delayed children to ensure there are no financial or accessibility concerns with protecting these children as they grow. Much research, which I will provide a couple of links to, highlights to hightented risk of drowning for children and more so for children with Autism or even ADHD. The American Academy of Pediatrics states that drowning is the leading injury-related death for children in the U.S., and children with developmental delays are only at increased risk of having a drowning accident. This bill aims to provide swim lessons from instructors who are certified swim instructors and have certificates in instructing neurodivergent children, as well as providing resources for those who wish to become certified and join the program.
Dissents and disagreements on this bill may rest on the exact figure of money that is being used to cater to a specific population, perhaps needing more or less money. Opposition may also suggest that the bill may run into issues of finding accredited swim instructors and therefore creating a potential issues in the implementation of the program.
