According to the Minnesota Department of Corrections 2024 Homelessness Report, “Individuals experiencing homelessness in Minnesota are disproportionately affected by mental health conditions and substance use disorders, and supportive housing models are associated with improved housing stability and reduced crisis-system utilization”. Research from PubMed Central shows that “permanent supportive housing reduces hospitalizations, emergency room visits, and involvement with the criminal justice system for individuals with serious behavioral health conditions”. By allowing up to $750 per month in additional negotiated support for 53 beds, this bill would provide facilities the flexibility to fund staffing, clinical services, stabilization, and help lower the suicide and overdose percentage rate.
