Support of HF354
Hf354 should be passed since sports officials are crucial to making sporting events safe, fair, and a fun experience for everyone who is a part of it. Officials enforce the rules to make sure there is fairness and order during events, but with that, they have to deal with harassment, personal insults, and sometimes even physical violence from players, coaches, or spectators. HF354 would add larger penalties for anyone who assaults a sports official while they are trying to do their job. According to a survey by the National Association of Sports Officials, 50.75% of officials report feeling unsafe or fearing for their safety due to the behavior of administrators, players, coaches, or spectators. Additionally, reporting by ESPN showed how increasing assaults and harassment are leading to many sports officials quitting, which would severely hurt youth sports.
Against HF354
Although protecting sports officials is very important, some people may argue that HF354 is not needed due to assaults already being illegal under Minnesota state law. Enhanced penalties that are made just for sports officials may also be unnecessary since, according to HF 354 as introduced, assaulting another person can already be prosecuted under assault laws that are already in place. There can also be solutions to this problem somewhere else, like changing the culture of disrespecting officials in sports. In the report by ESPN, assaults on referees and umpires show that officials are quitting because they can not tolerate the disrespect. Fixing the culture around sports and the education, sportsmanship, and supervision at these games would be a better solution.
