There will be three classes starting in 2028. Each building will need a straight-line trajectory calculated to meet the performance standards.
The second positive states that a commissioner must schedule an appointment to get building advice. There are penalties for falling to meet these requirements, the commissioner must make a compliance payment under their subdivision. Lines 6.25 and 6.26 say, Up to $0.70 for each 1,000 British Thermal units consumed by the covered building that exceeds the applicable standard in the year in which the applicable standard applied.
The third positive is that there will be grants provided for financial help. The grants can also help improve energy efficiency in the buildings thus providing more power. The commissioner may consult with the committee to set up grants for certain building types. Lines 8.6 and 8.7 state that, A building performance improvement grant program is established in the department to provide financial assistance
Negatives to the bill are the amount of time and people we will need to get to all buildings throughout the state. The other problem comes with getting enough money to pay the grants and still keep enough funding for other major problems. The last problem is to know how much the owner can ask for and receive that doesn't go agents the bill.
There are many positives and negatives in this bill but I think if we can get it to work with will help greenhouse gas emissions. If it's taking positive steps other states could adopt the bill as well. I think the bill could go somewhere and hope you do to.
