My bill that I choose talks about children and family finances. This goes along with the adoption choices as to who the child should go to and finances that will go along with this. The child in the case of an emergency will get funding priorities but they have to qualify for the following things; childcare needs of minor parents, childcare needs of parents under the age of 21, second priority is to one parent that is a veteran.
Background study is needed in order to qualify for a legal non licensed family child care provider. A background check and study needs to be done on anyone in the household. The provider will also need to report any change that happens in the household. There are people who will not be able to qualify for this. There are things such as authorization exceptions. They can qualify for this if they meet certain conditions. And a person who gets through this they have to have record-keeping requirements Which the commissioner may deny or revoke authorizations to keep child care assistance. In order to keep child care assistance parents have to follow the attendance record requirements.
This subdivision will prohibit a child care provider from receiving reimbursement. The great start compensation support payment must be to create eligible program guidelines for people to qualify. There are requirements that need to be met for one to be on the childcare plan. The commissioner should provide support payments to all eligible programs. The commissioner shall establish a grant program to distribute money to allow family child care to reach economies of scale. Child Care providers will as well have access to technology grants. Grants will be provided to child care facilities to help them thrive. The grant will be based on the number of full time employees at the given facility. There is a support beyond 21 grant program that adults over the age of 21 that were in the grant before can sign up for. There are a couple of requirements that need to be met in order for someone to qualify. This support beyond 21 program can also be for one or more community based organizations to provide services and financial assistance to youth.
There are many negatives that could come with this. Such as the grant money being used for things that are not in favor of the children. Such as the money being used for things that the guardians need. Or the money being put to unhealthy addictions such as drugs, gambling, and other addictions. But the commissioner will be able to keep an eye on the money used. The grants given may fall through and take money out of other things into the government's money. Some of the families may not come to compliance for the programs established.
