1.1          A bill for an act
1.2          relating to human services; increasing medical assistance payment rates for abortion
1.3          and abortion-related services;amending Minnesota Statutes 2022, section
1.4          256B.0625, by adding a subdivision.
1.5          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6          Section 1. Minnesota Statutes 2022, section 256B.0625, is amended by adding a subdivision
1.7          to read:
1.8                          Subd. 16a.Payment rates for abortion services. The commissioner shall increase
1.9          payment rates for surgical and medication abortion services and abortion-related services
1.10       by ..... percent, effective for services provided on or after July 1, 2023. For purposes of this
1.11       subdivision, "abortion-related services" means services provided in connection with a
1.12       surgical or medication abortion except those services which would otherwise be provided
1.13       in the course of a pregnancy. Abortion-related services include but are not limited to:
1.14       (1) hospitalization when the abortion is performed in an outpatient setting;
1.15       (2) the use of a facility when the abortion is performed in an outpatient setting;
1.16       (3) counseling about the abortion;
1.17       (4) general and local anesthesia provided in connection with the abortion; and
1.18       (5) antibiotics provided directly after the abortion.
