1.5 BE IT ENACTED BY THE
LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes
2022, section 97A.475, subdivision 2, is amended to read:
1.7 Subd. 2.Resident
hunting. Fees for the following licenses, to be issued to residents
1.8 only, are:
1.9 (1) for persons age 18 or
over and under age 65 to take small game, $15.50;
1.10 (2) for persons age 65 or over,
$7 to take small game;
1.11 (3) for persons age 18 or over to
take turkey, $26;
1.12 (4) for persons age 13 or over
and under age 18 to take turkey, $5;
1.13 (5) for persons age 18 or over
to take deer with firearms during the regular firearms
1.14 season, $34;
1.15 (6) for persons age 18 or over
to take deer by archery, $34;
1.16 (7) for persons age 18 or over
to take deer by muzzleloader during the muzzleloader
1.17 season, $34;
1.18 (8) for persons age 70 or
over to take deer with firearms during the regular firearms
1.19 season, $2;
1.20 (8) (9) to take
moose, for a party of not more than six persons, $356;
2.1 (9) (10) for
persons age 18 or over to take bear, $44;
2.2 (10) (11) to
take elk, for a party of not more than two persons, $287;
2.3 (11) (12) to
take Canada geese during a special season, $4;
2.4 (12) (13) to
take light geese during the light goose conservation order, $2.50;
2.5 (13) (14) to
take sandhill crane during the sandhill crane season, $3;

persons age 13 or over and under age 18 to take deer with firearms during
2.8 the regular firearms season,

persons age 13 or over and under age 18 to take deer by archery, $5;

persons age 13 or over and under age 18 to take deer by muzzleloader
2.11 during the muzzleloader season,

2.12 (18) (19) for
persons age 10, 11, or 12 to take bear, no fee;
2.13 (19) (20) for
persons age 13 or over and under age 18 to take bear, $5;
2.14 (20) (21) for
persons age 18 or over to take small game for a consecutive 72-hour period
2.15 selected by the licensee, $19,
of which an amount equal to one-half of the fee for the
2.16 migratory-waterfowl stamp under
subdivision 5, clause (1), shall be deposited in the
2.17 waterfowl habitat improvement
account under section 97A.075, subdivision 2; one-half of
2.18 the fee for the pheasant stamp
under subdivision 5, clause (2), shall be deposited in the
2.19 pheasant habitat improvement
account under section 97A.075, subdivision 4; and one-half
2.20 of the small-game surcharge
under subdivision 4, shall be deposited in the wildlife acquisition
2.21 account;
2.22 (21) (22) for
persons age 16 or over and under age 18 to take small game, $5;
2.23 (22) (23) to take
wolf, $30;
2.24 (23) (24) for persons
age 12 and under to take turkey, no fee;
2.25 (24) (25) for
persons age 10, 11, or 12 to take deer by firearm, no fee;
2.26 (25) (26) for
persons age 10, 11, or 12 to take deer by archery, no fee; and
2.27 (26) (27) for
persons age 10, 11, or 12 to take deer by muzzleloader during the
2.28 muzzleloader season, no fee.
3.1 Sec. 2. Minnesota Statutes
2022, section 97A.475, subdivision 6, is amended to read:
3.2 Subd. 6.Resident
fishing. Fees for the following licenses, to be issued to residents only,
3.3 are:
3.4 (1) for persons age 18 or
over to take fish by angling, $25;
3.5 (2) for persons age 18 or
over to take fish by angling, for a combined license for a married
3.6 couple, $40;
3.7 (3) for persons age 18 or
over to take fish by spearing from a dark house, $6, and the
3.8 person must possess an
angling license;
3.9 (4) for persons age 18 or
over to take fish by angling for a 24-hour period selected by
3.10 the licensee, $12;
3.11 (5) for persons age 18 or over
to take fish by angling for a consecutive 72-hour period
3.12 selected by the licensee, $14;
3.13 (6) for persons age 18 or over
to take fish by angling for three consecutive years, $71;
3.14 and
3.15 (7) for persons age 16 or
over and under age 18 to take fish by angling, $5.; and
3.16 (8) for persons age 70
or over to take fish by angling, $2.
3.17 Sec. 3. Minnesota Statutes
2022, section 97B.715, subdivision 1, is amended to read:
3.18 Subdivision 1.Stamp
required. (a) Except as provided in paragraph (b) or section
3.19 97A.405, subdivision 2, a
person required to possess a small-game license may not hunt
3.20 pheasants without a pheasant
stamp validation.
3.21 (b) The following persons are
exempt from this subdivision:
3.22 (1) residents and nonresidents
under age 18 and residents over age 65;
3.23 (2) persons hunting on licensed
commercial shooting preserves;
3.24 (3) resident disabled veterans
with a license issued under section 97A.441, subdivision
3.25 6a; and
3.26 (4) residents and nonresidents
hunting on licenses issued under section 97A.475,
3.27 subdivision 2, clause (20)
(21); or 3, paragraph (a), clause (16).
4.1 Sec. 4. Minnesota Statutes
2022, section 97B.801, is amended to read:
4.2 97B.801 MINNESOTA
MIGRATORY-WATERFOWL STAMP REQUIRED.
4.3 (a) Except as provided in
this section or section 97A.405, subdivision 2, a person required
4.4 to possess a small-game
license may not take migratory waterfowl without a
4.5 migratory-waterfowl stamp
validation.
4.6 (b) Residents under age 18 or
over age 65; resident disabled veterans with a license
4.7 issued under section 97A.441,
subdivision 6a; and persons hunting on their own property
4.8 are not required to possess a
stamp validation under this section.
4.9 (c) Residents and nonresidents
with licenses issued under section 97A.475, subdivision
4.10 2, clause (20) (21);
or 3, paragraph (a), clause (16), are not required to possess a stamp
4.11 validation under this section.
4.12 Sec. 5. EFFECTIVE DATE.
4.13 Sections 1 to 4 are effective March 1, 2025.
