1.1         A bill for an act
1.2         relating to human services; appropriating money for a needs analysis for emergency
1.3         shelter for LGBTQIA+ youth experiencing homelessness; requiring a report.
1.4         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5         Section 1. APPROPRIATION; EMERGENCY SHELTER NEEDS ANALYSIS FOR
1.6         LGBTQIA+ YOUTH EXPERIENCING HOMELESSNESS.
 1.7        (a) $200,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
1.8         of human services to conduct a needs analysis for emergency shelter serving LGBTQIA+
1.9         youth experiencing homelessness. This is a onetime appropriation.
1.10       (b) The commissioner must contract with Our Space MN to conduct the needs analysis.
1.11       In conducting the needs analysis, Our Space MN must consider:
1.12       (1) the number of individuals needing emergency shelter at any given time;
1.13       (2) the age ranges of the individuals who would be served;
1.14       (3) the types of support services needed when individuals arrive at the shelter;
1.15       (4) the outreach necessary to let LGBTQIA+ individuals know that emergency shelter
1.16       is available; and
1.17       (5) where individuals needing emergency shelter are coming from.
1.18       (c) No later than ......., the commissioner must submit a report to the legislative committees
1.19       with jurisdiction over services for persons experiencing homelessness with the results of
1.20       the needs analysis for emergency shelter serving LGBTQIA+ youth experiencing
1.21       homelessness.
