1.1 A bill for an act
1.2 relating to education; health; requiring nasal opiate antagonists in certain first aid
1.3 kits;amending Minnesota Statutes 2023 Supplement, section 121A.224.
1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.5 Section 1. Minnesota Statutes 2023 Supplement, section 121A.224, is amended to read:
1.6 121A.224 OPIATE ANTAGONISTS.
1.7 Subdivision 1.School buildings. (a) A school district or charter school must maintain
1.8 a supply of opiate antagonists, as defined in section 604A.04, subdivision 1, at each school
1.9 site to be administered in compliance with section 151.37, subdivision 12.
1.10 (b) Each school building must have at least two doses of a nasal opiate antagonist
1.11 available on site.
1.12 (c) The commissioner of health shall identify resources, including at least one training
1.13 video, to help schools implement an opiate antagonist emergency response and make the
1.14 resources available for schools.
1.15 (d) A school board may adopt a model plan for use, storage, and administration of opiate
1.16 antagonists.
1.17 Subd. 2.First aid kits for school buses, athletic coaches, or athletic trainers. A school
1.18 bus first aid kit must contain at least one dose of a nasal opiate antagonist available whenever
1.19 the school bus is transporting students. A first aid kit for an athletic trainer, or an athletic
1.20 coach where there is no athletic trainer, must contain at least one dose of a nasal opiate
1.21 antagonist during athletic practices and competitions.
