1.1 A bill for an act
1.2 relating to energy; establishing an energy-use goal for certain commercial and
1.3 residential buildings; amending Minnesota Statutes 2022, section 216C.05,
1.4 subdivision 2.
1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. Minnesota Statutes 2022, section 216C.05, subdivision 2, is amended to read:
1.7 Subd. 2.Energy policy goals. It is the energy policy of the state of Minnesota that:
1.8 (1) annual energy savings equal to at least 1.5 percent of annual retail energy sales of
1.9 electricity and natural gas be is achieved through cost-effective energy efficiency;
1.10 (2) the per capita use of fossil fuel as an energy input be is reduced by 15 percent by the
1.11 year 2015, through increased reliance on energy efficiency and renewable energy alternatives;
1.12 (3) 25 percent of the total energy used in the state be Minnesota is derived from renewable
1.13 energy resources by the year 2025; and
1.14 (4) energy use in existing commercial and residential buildings is reduced by 50 percent
1.15 by 2035, and is achieved by: (i) using the most effective current energy-saving incentives
1.16 programs, evaluated by participation and efficacy; and (ii) developing and implementing
1.17 new programs, prioritizing solutions that achieve the highest overall carbon reduction; and
1.18 (4) (5) retail electricity rates for each customer class be are at least five percent below
1.19 the national average.
