1.1          A bill for an act
1.2          relating to health insurance; requiring coverage for equipment and supplies to treat
1.3          diabetes;amending Minnesota Statutes 2022, section 62A.3093, subdivision 1.
1.4          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5          Section 1. Minnesota Statutes 2022, section 62A.3093, subdivision 1, is amended to read:
1.6                          Subdivision 1.Required coverage. A health plan, including a plan providing the coverage
1.7          specified in section 62A.011, subdivision 3, clause (10), must provide coverage for: (1) all
1.8          physician prescribed medically appropriate and necessary equipment and supplies used in
1.9          the management and treatment of diabetes, without excluding any brand or type of equipment
1.10       or supplies; and (2) diabetes outpatient self-management training and education, including
1.11       medical nutrition therapy, that is provided by a certified, registered, or licensed health care
1.12       professional working in a program consistent with the national standards of diabetes
1.13       self-management education as established by the American Diabetes Association. Coverage
1.14       must include persons with gestational, type I or type II diabetes. Coverage required under
1.15       this section is subject to the same deductible or coinsurance provisions applicable to the
1.16       plan's hospital, medical expense, medical equipment, or prescription drug benefits. A health
1.17       carrier may not reduce or eliminate coverage due to this requirement.

1.18       EFFECTIVE DATE. This section is effective January 1, 2025, and applies to health
1.19       plans offered, issued, or sold on or after that date.
