1.1 A bill for an act
1.2 relating to human services; directing the commissioner of human services to develop
1.3 recommendations to cover community violence intervention services under medical
1.4 assistance; requiring a report.
1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. DIRECTION TO COMMISSIONER OF HUMAN SERVICES;
1.7 COMMUNITY VIOLENCE INTERVENTION PROGRAMS.
1.8 (a) The commissioner of human services shall develop recommendations regarding
1.9 medical assistance coverage of violence prevention-related services and supports. The
1.10 commissioner must consider hospital-based violence intervention programs (HVIPs) and
1.11 how state plan benefits, home and community-based waiver benefits, and services potentially
1.12 available under a Section 1115 Demonstration Project opportunity can be incorporated into
1.13 HVIPs and other community violence intervention programs.
1.14 (b) By January 15, 2025, the commissioner must submit to the chairs and ranking minority
1.15 members of the legislative committees with jurisdiction over medical assistance finance
1.16 and policy a report with the commissioner's recommendations, an initial fiscal estimate for
1.17 each independent recommendation, and draft language for any legislation required to enact
1.18 the commissioner's recommendations.
1.19 EFFECTIVE DATE. This section is effective July 1, 2024.
