1.1 A bill for an act
1.2 relating to higher education; requiring higher education institutions to provide
1.3 access to menstrual products at no charge to students; appropriating money;
1.4 proposing coding for new law in Minnesota Statutes, chapter 135A.
1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. [135A.1365] ACCESS TO MENSTRUAL PRODUCTS.
1.7 The Board of Trustees of the Minnesota State Colleges and Universities shall, and the
1.8 Board of Regents of the University of Minnesota is requested to, provide students with
1.9 access to menstrual products at no charge. The products must be available in restrooms used
1.10 by students. For purposes of this section, "menstrual products" means pads, tampons, or
1.11 other similar products used in connection with the menstrual cycle.
1.12 Sec. 2. APPROPRIATION.
1.13 (a) $....... in fiscal year 2024 and $....... in fiscal year 2025 are appropriated from the
1.14 general fund to the Board of Trustees of the Minnesota State Colleges and Universities to
1.15 pay the cost of supplies and equipment necessary to provide access to menstrual products
1.16 for purposes of Minnesota Statutes, section 135A.1365.
1.17 (b) $....... in fiscal year 2024 and $....... in fiscal year 2025 are appropriated from the
1.18 general fund to the Board of Regents of the University of Minnesota to pay the cost of
1.19 supplies and equipment necessary to provide access to menstrual products for purposes of
1.20 section 1.
