1.1          A bill for an act
1.2          relating to mental health; establishing high-fidelity wraparound grants; funding
1.3          mental health services for incarcerated youth; appropriating money;proposing
1.4          coding for new law in Minnesota Statutes, chapter 245.
1.5          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6          Section 1. [245.4908] HIGH-FIDELITY WRAPAROUND GRANTS.
1.7                          Subdivision 1.Establishment. The commissioner of human services must establish a
1.8          high-fidelity wraparound grant program to provide a comprehensive, holistic,
1.9          child-and-family-driven response to children experiencing serious mental health or behavioral
1.10       challenges. Grants must meet targeted case management services standards and support the
1.11       delivery of high-fidelity wraparound services within an evidence-based model approved by
1.12       the commissioner.
1.13                       Subd. 2.Eligible recipients. A grantee must have a commitment to provide high-fidelity
1.14       wraparound services and must be a county or a community-based service provider.
1.15                       Subd. 3.Allowable uses. Grant money may be used for start-up costs, for ancillary care,
1.16       and, when other payors are not available, as funding.
1.17                       Subd. 4.Technical assistance to counties. (a) The commissioner must provide
1.18       information to county human services directors about the grants under this section, including
1.19       information on applying for an enhanced rate for children's mental health targeted case
1.20       management.
1.21       (b) The commissioner must provide direction and support for interested counties to
1.22       obtain the enhanced rate for children's mental health targeted case management.
2.1                          Subd. 5.Data collection and outcome measurement. (a) Grantees must provide service
2.2          utilization and outcome data to the commissioner of human services at least annually but
2.3          no more than twice per calendar year.
2.4          (b) Grantees must provide a report to the commissioner by December 31 of each year
2.5          that describes the grantee's efforts to leverage an enhanced targeted case management rate
2.6          to support base funding for high-fidelity wraparound services for clients who are eligible
2.7          for medical assistance.

2.8          Sec. 2. APPROPRIATION; HIGH-FIDELITY WRAPAROUND GRANTS.
 2.9        $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the general
2.10       fund to the commissioner of human services for the high-fidelity wraparound grants under
2.11       Minnesota Statutes, section 245.4908.

2.12       Sec. 3. APPROPRIATION; MENTAL HEALTH SERVICES TO INCARCERATED
2.13       YOUTH.
 2.14      $....... in fiscal year 2026 and $....... in fiscal year 2027 are appropriated from the general
2.15       fund to the commissioner of corrections for grants to juvenile detention centers to provide
2.16       mental health services for incarcerated youth. The Department of Corrections, in collaboration
2.17       with the Minnesota Juvenile Detention Association, must establish a formula to disburse
2.18       funding equitably statewide. Money may be used to hire mental health professionals or
2.19       contract for children's mental health services to provide mental health treatment in juvenile
2.20       detention centers.
