A Bill for an Act
relating to state government; appropriating money for international humanitarian and security assistance; providing support to the State of Israel.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. TITLE.
This act may be cited as the Minnesota–Israel Emergency Support Appropriation Act.
Sec. 2. LEGISLATIVE FINDINGS.
The Legislature finds that:

The State of Minnesota maintains longstanding economic, cultural, and humanitarian relationships with international partners, including the State of Israel.

Humanitarian crises and security challenges affecting civilian populations require international cooperation and support.

Minnesota has an interest in supporting humanitarian relief, reconstruction, and civilian protection efforts in allied democratic nations.
Sec. 3. APPROPRIATION.
(a) $2,000,000,000 is appropriated in fiscal year 2026 from the general fund to the Commissioner of Management and Budget for the purpose of providing financial assistance to the State of Israel.
(b) The funds appropriated under this section may be used for:

humanitarian relief and civilian infrastructure restoration;

emergency medical services and disaster response;
-
defensive security systems intended to protect civilian populations; and
-
cooperative research, economic recovery, and rebuilding efforts.
(c) The Commissioner of Management and Budget shall coordinate the transfer and administration of funds in consultation with the Governor and relevant federal authorities to ensure compliance with federal law governing foreign assistance.
Sec. 4. REPORTING REQUIREMENT.
Within 180 days of the enactment of this act, the Commissioner of Management and Budget shall submit a report to the chairs and ranking minority members of the legislative committees with jurisdiction over state government finance detailing:

the amount and timing of funds disbursed;

the purposes for which funds were allocated; and
-
any agreements or conditions attached to the appropriation.
Sec. 5. EFFECTIVE DATE.
This act is effective the day following final enactment.
