Driver's license online knowledge testing provisions modified
One reason to change the bill is to make sure there is accessibility for all individuals. The bill can provide flexibility for those who may have difficulty traveling to the testing. The National Highway Traffic Safety administration says, “Driver education programs must be rigorous and standardized to ensure all drivers have the necessary skills and knowledge to operate vehicles safely.” By requiring proctors to be physically present and not related to test takers, the bill prevents cheating and makes sure all examinees are prepared.
I think providing the necessary equipment is a secure testing environment. According to the American association of Motor Vehicle Administrators, “Secure testing environments are essential to prevent fraud and ensure the validity of test results.” The programs supply the computers and the bill makes sure the testing environment is controlled and standardized. That could prevent any cheating from happening. The 40 questions on the online test are the same as the in-person exam. Examinees will have 30 minutes to finish the test, and they are not allowed to use help during it. If the test taker opens a new browser window while taking the test, the test will automatically stop and result in a fail. By these changes we can improve trust in testing processes.
Finally charging for the administration of the online knowledge test can support the program's accessibility. The Federal Highway Administration states, “Adequate funding is essential for the maintenance and improvement of driver education programs.” By allowing a fee of up to $10 the bill provides a way for driver education programs to cover the costs with providing the equipment and proctors.
Allowing online knowledge testing for drivers licenses could lead to more instances of cheating because it's more difficult to watch people online. Not all individuals have access to the internet and technology which would be an unfair disadvantage. The test could be taken by someone other than the person taking the license. The National Highway Traffic Safety Administration says, “Ensuring the security and integrity of the drivers licensing process is paramount for public safety.”
